Sylvia Louie is a Director of Business Development at the New York Power Authority (NYPA), the largest state public power organization in the United States. As part of the NYPA Development team, she has focused on the development of large-scale transmission projects supporting New York State’s ambitious clean energy goals.  She is managing and supporting a variety of projects and opportunities for public - private collaborations to help the state achieve energy goals set by the 2019 Climate Leadership & Community Protection Act (CLCPA) which includes having 70% of New York State’s energy generation be from renewables by 2030.   

Sylvia joined NYPA’s Energy Services & Technology group in 2009 as a mechanical engineer, where she provided engineering design support for the implementation of energy saving initiatives for NYPA’s customers. In 2012 she joined the Clean Energy Technology group, continuing her focus on the development of clean energy technology projects for NYPA’s customers. In 2014 she took on a Special Project Manager role in the Executive Office spending three years supporting NYPA’s leadership setting strategic initiatives for a clean energy future. Sylvia transitioned into Business Development in 2017, first focused on NYPA’s role with large-scale renewables before transitioning to transmission in 2021. In 2022 she was the recipient of the C3E Award in Government recognizing her leadership and accomplishments in clean energy.  

Sylvia is a licensed Professional Engineer in the State of NY and a certified Project Management Professional. She earned her Bachelors of Engineering in Mechanical Engineering from The Cooper Union and her Masters in Business Administration from New York University Stern School of Business.
